The resolution contract

Fixed when the question was written — what happens is checked against this, not against vibes. Ambiguous? It resolves N/A and everyone is refunded.

Resolution criteria: Count distinct transit modes the player can board and ride as a passenger to a destination in single-player free roam. Driving the vehicle yourself doesn't count; riding does. Taxi-as-passenger counts as one mode.
Source of truth: Moderator in-game verification.
Resolves: Within 2 weeks of launch.
N/A (refund) if: A borderline mode would change the bucket and can't be adjudicated.

How payouts work
