The resolution contract

Fixed when the question was written — what happens is checked against this, not against vibes. Ambiguous? It resolves N/A and everyone is refunded.

Resolution criteria: Judge the highest tier of on-demand (free-roam) robbery available. "Mid-tier" = banks or jewelers robbable at will. "Full range" = large-scale heists initiable in free roam. Scripted-mission-only heists don't raise the tier. (GP-12 is the binary gate for whether free-roam robbery exists at all; this question grades the highest tier reachable.)
