Resolution criteria YES if the player can rob at least one class of location (stores, gas stations, etc.) on demand in free roam with a repeatable mechanic. Robbery available only inside specific story missions resolves NO. This is the yes/no gate for GP-17, which then grades the *tier* of robbable locations.
