The resolution contract

Fixed when the question was written — what happens is checked against this, not against vibes. Ambiguous? It resolves N/A and everyone is refunded.

Resolution criteria: YES if the wanted/heat system introduces a structurally new model — e.g. a search-based "last known location" system, evidence/witness mechanics, or a non-star escalation. Cosmetic tuning of the existing star model (different star count, faster cooldown) resolves NO. Resolution council publishes the specific bar ("structurally new mechanic X") at open.
