The resolution contract

Fixed when the question was written — what happens is checked against this, not against vibes. Ambiguous? It resolves N/A and everyone is refunded.

Resolution criteria: YES if any ownable property can be *purchased* with in-game money in single-player at launch. Story-granted safehouses that aren't bought don't count on their own; there must be at least one purchasable property.

How payouts work
